If he pokes around on-line records, George may discover the Foster Child story Ed Verres concocted that is obviously government authorized fake.  This will really make George wonder why the Feds would care about how E Dunkle self identifies

In most states, fostering records are hard to get.  Edward even said that (well adoption papers) when he was talking the Nanase about Diane being Susan's twin.

Which is why they are obviously fake

If anyone looks, they will find these records that are supposed to be confidential but are somehow practically out in the open

It can only mean that the curious are supposed to find them

Thus, a cover story

But  again, why would the Feds care that much about E Dunkle

Hmm.  I'm not sure where they would be "out in the open".  There isn't (at least in most states) a publicly available web site with that sort of info.   The "lottery" that they won might be public, but it wouldn't say why they wanted the money.
