Possibly because they, like Rich, believe that no woman would want to treat them in a friendly manner if she were not feeling any attraction.

On the other hand, I can see some one reacting the way Larry says the mayor is going to react when Larry The Bard tries to talk to him.  Larry isn't as bad as Rich when it comes to assuming that a fem is coming on to them if they act friendly towards them, but he still has that as a back ground assumption, so he's not sure how to role play an encounter between a bard and a hostile target.
