So some poor Goblins attempted to eek out a living by extracting what they could from a mine abandoned by the original owners.

Then some cultists began using that mine for unspeakable rituals, knowing the Goblins would be blamed.

Is this a thin veil of fantasy over a morality play concerning racism, classism & religous tollerance?

It's an intro scenario for a roll playing game.  That might be a bit deep for that.  Of course with modern TTRPG it's possible.
