Cape - Many athletic performers, including the above mentioned circus acts and matadors.  Also vampires, stage magicians, and opera aficionados.

Short skirt and sweater - Figure skater, cheerleader.

The superman in short skirt and sweater didn't sell that well...

They were from Cleveland, originally.
