I'm not too concerned at this time that magic will change the rules. I figure Tedd would reasonably quickly get people back and able to use it - considering what his power is, I'm gonna call "foreshadowed all over the place" on "it will change, Tedd will fix things, and (almost) everyone will end up happy"

I just had a scary thought: What if Pandora later tries to arrange fights of increasing scale between mages and guns, to show magic that it's old rule is obsolete? I could just see it, given her instability and direction at this time.

TV Tropes has an entry on this, called "Gambit Pileup" (link omitted to avoid SAN checks). [Also, though Dan hasn't read it, there's a book I read in the Vorkosigan saga in which a villain's worst enemy was their own previous plans; I'm hoping that this will remind me of that book]

I love Pandora's last expression. But just before that, the "magic changing"... Interesting. I wonder if that's inspired by the Dresden Files and how magic has changed there.

Nanase, Elliot, Grace, and Not-Tengu are all able to fly magically with their own spells (and Ellen can with copy). The government's probably got a few fliers and a few illusionists; easy enough to make someone look like Elliot and fly.
Though perhaps they should wait a few days to do it, so it doesn't seem like a reaction to what happened at the mall.
