When it comes to background characters, I include them if they're recurring and identifiable, even if they don't talk. And there are obvious one-off characters (like the infamous Phill) who'll obviously never appear again, so I don't bother with them. Basically, when it comes to things like this, there's no hard-and-fast rule; I just use my judgement on a case-by-case basis. Though there have been a couple of times where I've had to go back and add people to the count retroactively when they've reappeared. Hence my comment about the werewolf. If we see him again, he's officially "recurring" and I have to include him. I should probably do it now but I'm just being lazy and I don't want to.

I feel I should also point out that we're a third of the way through September, or 69.5% through the year, and:
- Ellen has only appeared twice
- Nanase has only appeared once
- Justin, Susan, and Diane have not yet appeared at all
