The idea that the shooter (now dead) would be an intentional, commissioned agent of a political party is repellent. the Capitol police who dealt with the shooter were only there because one player was high-profile enough to warrant protection as standard operating procedure. Without him present, there would be no police and the congrespeople at the field would have had no defense. -
I did something similar in a more SF setting. A hyper-intelligent adventurer-scientist creates a velociraptor sidekick by reverse engineering it from a cut-and-paste of genes from different current-day earth creatures. Then uplifts it to sentience. When the sidekick wanted a family of its own he had to build a mate. Not just a female version, not just a female version that could make kids, but a female version that that could make kids with this first creature and whose children were themselves capable of breeding and producing fertile children. With a more individuals created and tossed into the mix (built according to the expected final genetics of the new race) to keep the family from being horribly inbred. "Oh what a tangled web we weave when first we practice to conceive..."

I'm just wondering how the secret was kept when everybody who knew about the secret was gone. Sex is a pretty big thumb on the scale of behavior. Elves are not going to say to themselves "I can't have kids so I just won't bother having the sex that would have the side effect of showing me I CAN have kids." It's going to be more like: "WOO HOO!, No consequences!". With no shadowy enforcers maintaining the lie, it's going to disappear on its own. I''m surprised it hasn't. Unless elves are not strictly INfertile but ARE not very fertile. Mules or somesuch.

The Schlock Mercenary universe did exactly this. The Terraport device let starships jump directly from point to point within the galaxy where before they used networks of interstellar gateways. Within a year, Terraport Area Denial was invented and deployed. TAD made a volume of space impermeable to the method by which the Terraport works.

If you dig into the historical record you'll find that's actually how the 300 held their pass. Nobody could fling carp like Spartans.
