Lucy, you are making this too difficult.

Just find every woman from 15 to 30 between Chicago and St Louis who is larger than you.  Then have them wander Moperville when you hang out with Diane.

Simple.

As I recall, Lucy is way over the average size, like 5'11" or so, which makes having her find a tall teen sorta hard.

Once she learns of Rhoda’s powers, she should get Rhoda to shrink her temporarily. A Rhoda-sized (or slightly smaller) Lucy would be cute to see.

Given that both Lucy and Diane have had thoughts about being either too big or too small, it's almost guaranteed that Rhoda's magic is going to be used
