It's obvious that this AU version of Elliot never took martial arts, much less “Anime Style Martial Arts”.  And can't change into a fem.  To be fair, he might be able to do the last, but the court doesn't think that's a “skill” worth mentioning.

Based on what PE is wearing, they are past the era of invading other countries as a royal pastime. It appears that there is a civil service that handles the day to day running of the kingdom, so I suspect that, no, they don't get much, if any training.

If the prince had ambition, he would be dangerous.  With no motivation, he creates a vacuum that will be filled by others more dangerous. 

In the Maine story, Elliott defended a shy Tedd.  How  will CinderTedd protect Prince Elliot?

Setting the time for this is a bit tricky.  The men seem to be wearing what is no earlier than Edwardian, while the women seem to be wearing regency era stuff.

Edwardian counts as almost-but-not-quite modern, in the sense that current elderly people can likely remember their grandparents having unironically worn it.

As for Regency-era dress for the women, it was the most recent era pre-WW2 wherein it was considered socially acceptable for high-class women to be showing their cleavage in public (Victorian and Edwardian fashions being much more uptight about the baring of the female form).

Well, there was the flapper era, which was slightly before WWII, but I take your point.
