Oh, no. Those come from Fudge and/or Fate, both good game engines. F.A.T.A.L uses d100 or larger. As I recall some tables are d10000. -

In the worst game every written ,"F.A.T.A.L",1 a possible sided effect of failing a spell casting roll was casting the "FATAL spell" which ended all life on the game world. Average life span of the world would be measured in hours assuming a fairly large number of casters. 1 Trust me, it's the worse game ever written for both content and play mechanics. -

Most TTRPG that I play (granted that just D&D 5e and Traveller) say that unless there is a good reason (i.e important side effects of failing, difficult situation, in combat) don't roll for every possible "check". Example given in Traveller, for example, is driving a ground car to the store. A GM that makes you roll for every possible event has issues. -
It's almost like it's magic. Which would explain the hair effect.

In fiction-speak, that could be foreshadowing. Yeah, I suspect that by the end of this arc she will have "come out" re magic to her parents and will have found out how to show her ears as pointy on command.

Given that his 2nd eye has been seen by Elliot and Elliot didn't think it weird, I suspect that Noah has been zapped by a TF gun, Yeah, She's commented on "too many senses" about when her antenna are out before, several times.

Oh, yeah, you need to stop armed drones before they can drop their payload, not every thing (or for that matter any thing,really) in combat has a dollar price attached to it. My point was, all things being equal, the side making some thing that cost $x/10 is going to make more of them than the side making $x things, so the defender is going to be overwhelmed by the number of attacking things. "Swarming the enemy" is a real thing. -

That is what "covered by fire" means. If you don't have it all you have is a slight annoyance to the attacking forces. -
