So, it seems that Arthur believes that he has to be the guy who makes the hard decisions about who to sacrifice when saving everyone seems impossible. He will play it “safe” and let his own agents get blown up by the bomb in order to save the (city/nation/world) rather than hold off the detonation until it is almost too late in order to let his people have a slim chance at getting clear.

To be honest there are some people that should think in terms of "The needs of the many outweigh the needs of the few".  Military commanders for a start.  I'm not sure that Arthur should be one of those people, but I understand where he is coming from.

Indeed, having a commander who needs a spine transplant and can't make that call can be a disaster. Then everyone dies (but no rocks were harmed).

Arthur reached a decision a long time ago.  He gave his soul to the Agency.  His only hope for redemption is that the Agency has always done the right thing and that he has always done what the Agency wanted him to do.

It occurs to me that while Arthur comes across as a bit cold blooded, Edward has shown tendencies to be a bit hot headed, particularly when zapping Abraham, the idiot apprentice, but it's been hinted at elsewhere, (last panel), (panel two, seems harsh ...)(panels 1 & 2).

He seems capable, but he was replaced for a reason.

Even in peace time a wishy washy commanded is a real problem.
