I suspect it's magic resistance.  It's pretty much part of the lore that seer's can't get spells other than marks.

What it looks like is that Seers are able to learn a spell by observing it as Wizards do, but they can not cast them directly and must instead externalize them by infusing them into objects such as wands, staves, etc., which they can then use. Seers seem to also not get their “own” spells and are entirely dependent on learned ones.
