The recent breach and the subsequent loss of control after Magic's change?  They may still be figuring this out.

Or it may be as simple as nobody is worried worried about it since Tedd installed his "pressure release chopsticks" (or are waiting to see if/how they fail).

They have to have a vault for dangerous magical artifacts. Why not put the door/mirror in it? Even if it's currently defanged, those are fragile things keeping it that way. We know that DGB knows about it. We've seen Arthur reading a report, presumably from Edward, about how Tedd fixed it. It's a strange security fail.

It was a vault for dangerous but currently defunct magical artifacts.

Those artifacts are no longer defunct. They may not want to have that many dangerous and (often) powerful magical artifacts in one place that is so conspicuous and poorly guarded. 

But anyone looking for magical artifacts, maybe with the ability to sense magic, will look at the Verres home and see that at least one wizard lives there and several other empowered people go in & out frequently - thus tending to disguise the artifact's potential.

The door is also technically the personal property of Noriko (and of the Verres family, since she abandoned it there when she left). If Edward did not wish to surrender it, then he would have to be commanded to do so by his superiors. Otherwise, it remains in his possession.

Ok, clueless moment. 

Had to reread the comic to confirm that the blanket was covering Noriko's mirror. 

And no.  I have not been eating so much Chinese takeout that I just expect to see chopsticks everywhere. 

Still, for Immortal rules, how secure (or securable) must an object closing a passage be to count as a door?

It’s a door, but it doesn’t connect to anything spatially unless someone does something to make it so. There is no “passage” connected to it as of yet—it’s just wood and metal with a mirror and a slightly flawed set of enchantment-based magicks.
