My take-away points:

The bull's owner, Lee Meyer, has way too much time on his hands.

Nor does he sound like he's the brightest crayon in the pack, . . .

. . . but he's certainly one of the more colorful ones.

The bull at least looks like he's enjoying the ride.

He received warnings for valid safety violations. While Howdy Doody (the bull) seemed well behaved for the most part, he's still an animal, and could potentially cause Lee to loose control if startled. Given the attention that he attracts, it seems like a potential set up for a tragedy. It does not appear to be structurally safe. There was an ambiguous reference to discharges of actual bull shit; unsanitary, and communities are no longer equipped to deal with such, since the passing of horses as the main mode of transportation.

The man's granddaughter (age not stated) seemed to have more sense and thought it was a bad idea. Not dissing treating the cow like a pet, they seem to have a genuine bond, just, there are better ways to transport livestock, and in fact, he owns a trailer, he uses it for longer trips. (That was in one of the articles.)

Yes, when The Man asks you to be reasonable it sounds like harassment. They actually showed a fair amount of restraint. Nothing was impounded, the animal was not confiscated, they let him off with warnings and told him to leave. Pretty fair.
