So Hope is basically about as mentally mature as her current default appearance would lead one to believe.

A typically 200-year lifespan would give an Immortal about three times as much adult living as the average human, which is apparently enough time to acquire several times as much knowledge and experience as most humans.

. . . and Pandora had way more, hundreds of years, something like 3x times a normal immortal. I suppose that it is actually impressive that she held it together as well as she did. Although, if she was as prescient as she seemed, she should have seen the outcomes of her less than optimal antics. I suppose that's all of us, in some ways.

I'm thinking his experience is with 75-150 year old immortals.  His experience with less than 1 year old ones is probably minimal, as they are fairly rare and most likely don't spend a lot of time dealing with the world at large.  Zeus wouldn't if it weren't for Jerry's vow.

A little argumentative.  But I've seen worse discourse at the Continental breakfast bar in several motels.  

Does there always need to be a family with several kids choking down a donut and juice box while one parent tells them to go back to sleep in the car because we have another 12 hours to drive today?

Did Helena & Demetrius ever have contact with anyone in Moperville before the Griffin incident at the mall.?

H&D are, at most, 4 years “old” and they have consistently been ditzes.  We have been assuming they were that way due to an improper reset, but it's possible that young immortals are just not too bright. And no, I don't think that they have interacted with any humans directly before the mall incident.

If all of their contacts are documented in the comic, then, as far as I recall, no. Susan and Nanase in France, then lots of observation, some interactions in the magic realm with Magus, and then the mall. But didn't they reboot between France and the mall? I recall comics about them being confused.

The general theory is that they were, in fact, reset after the incident in France and when we started seeing them in Moperville.  It's been generally assumed that it was a bad reset because of how they were acting, but I'm now saying, based on Hope, that it's possible that “young” immortals are just dumber than normal human teenagers.

Very young immortals, maybe not. Any recent experience he's had directly may be with immortals who felt themselves competent to be dealing with a powerful wizard with hooked into the US government's magical enforcement apparatus. And they would only tell him what they wanted him to know.

I've long thought that they were involuntarily rebooted. Used to think it was by Pandora, but Voltaire seems like a good suspect, doesn't he?

That is possible. Voltaire plays the long game, and so if he was aware that Tedd was a Seer that far back, then he would have seen benefit in getting to him by hurting Nanase—if Nanase is hurt/killed by a Vampire, then Tedd will hate all Vampires and thus want to eradicate them, either through a Magic Reset, or by mounting a large-scale Vampire hunt wherein Immortals like Voltaire would be able to “guide and empower” (i.e. manipulate) them.

Note that at the critical moment in the French Vampire encounter, Nanase was stunned, and if it weren’t for Susan acting quickly, she would have fallen victim to the Vampire.

However, once Nanase had started to become powerful as a Mage (since she is Royal-class and trained a lot), she was too strong to be felled by a few Vampires, and so Voltaire had to go with his Plan B of targeting Tedd’s best friend, Elliot. Note that Elliot did not really have the upper hand against the Spider-Vampire before the Griffins intervened, which implies that Elliot’s power set is far from optimal for fighting Vampires.

Someone caused the aberrations, Voltaire is a good guess, so he might view other immortals who target them as a threat.
