Mummified Minions are a significant investment to obtain, but they are incredibly cheap to maintain as long as the humidity stays in negative numbers.

Unfortunately, despite the low (low) operational costs, the negligible amount of work or other service they will actually perform makes the entire operation a loss.  For all practical purposes, a mummified employee does not work for you.  You work for them.

This would explain the worshipping cats aspect of the most notable mummy producing society.

The Pharaoh wasn't the highest power among mortal Egyptians, the Pharaoh's cat was.
