It is so annoying when you want to be openly violent, but circumstances require you to be sneaky.
 

That does seem like a big  unintended consequence.
But I have seen enough policies, court orders and laws get pushed through where the most notable effect  (intended or otherwise) isn't obvious until after the ink dries.
