I don't think cohabiting is a moral problem, at least not until you look at the rest, then it might be seen as irresponsible. The flip side is, because you have not complied with this registration process, the state will be varying degrees of reluctant to recognize your relationship. Remember, unempathetic bureaucrats are interpreting the rules. This has manifest as, for instance, a lesbian partner not being allowed into the hospital room of her dying partner 'because she's not family'. So it's allowing avoidable trouble if you can dot the i's and cross the t's, but choose not to. Mami may well face deportation for this choice, and it is possible that GB may choose to farm Lily out rather than let her accompany her mother. Would a country do such a thing?
